About this opportunity

The South Dakota Department of Health (SD DOH) is seeking proposals for a Rape Prevention Education (RPE) Coordinator through a competitive Request for Proposals (RFP) process. The procurement, which is funded by a Centers for Disease Control and Prevention grant, aims to support primary prevention strategies addressing sexual violence across the state, with a specific focus on Harding County. The selected contractor will be responsible for implementing three key strategies: building infrastructure for sexual violence prevention, developing a comprehensive state action plan, and implementing sexual violence prevention approaches. Critical deliverables include conducting a primary prevention capacity assessment, participating in CDC-sponsored programs, leveraging multi-sector partnerships, and engaging with sexual assault coalitions and underserved community representatives. Evaluation criteria will prioritize technical proposals, with price becoming more significant as technical scores converge. The RFP was posted on April 11, 2024, with proposals due by April 26, 2024, and potential award and contract negotiations scheduled for June 1, 2024. Interested organizations must submit inquiries to Sarah Barclay at sarah.barclay@state.sd.us, with the subject line "RFP # 24-0904004-021" by the specified deadline.

The RFP does not explicitly indicate specific set-aside designations or restrictions on responding organizations, suggesting the opportunity is open to a broad range of qualified entities. While no incumbent vendors are mentioned, the document indicates this is a new position within an existing grant program that the SD DOH has received for multiple years. The contract will be for one year, with potential annual renewals for up to four additional years. The total contract amount is not to exceed $120,000, with cost proposals required to include detailed breakdowns of personnel, supplies, travel, and other associated expenses. Indirect costs may be included up to 1.8% of the total contract amount, and offerors are permitted to submit multiple cost proposals. The State reserves the right to reject any or all proposals and negotiate terms, including compensation, with the highest-ranked offeror. The RPE Coordinator is expected to be a full-time (1.0 FTE) position focused on implementing comprehensive sexual violence prevention strategies using public health and social ecological frameworks.
