The scope encompasses expert consultation and technical assistance across all Title IV-E claiming components (Administrative, Prevention Services, and Training); configuration, implementation, operation, and maintenance of a comprehensive web-based RMS system for Title IV-E Administrative claiming; quarterly review and enhancement of program and activity coding; scheduled and on-demand reporting; technical assistance during audits; quality assurance activities and evaluation of internal JCS QA processes; development of training programs for new and ongoing users; and participation in minimum quarterly virtual meetings to review data, trends, and improvement opportunities. Respondents must meet mandatory specifications including timely consultation responses, notification of Title IV-E claiming changes, system maintenance with less than 2% error rates, accurate claim submission by the 10th business day after each quarter's end, and data accuracy rates of 98% or greater.
The contract term is three years beginning November 30, 2026 through November 30, 2029, with three possible one-year renewal options exercisable at the IJB's sole discretion. The IJB will evaluate proposals on technical specifications (5,760 points) and cost (240 points) using best-value criteria rather than lowest-cost selection. Pricing must remain firm for 120 days following the proposal deadline. Cost proposals must use the required Cost Proposal Form and itemize startup costs, consultation and implementation fees, maintenance and upgrade costs, system initiation fees, annual subscription or renewal fees, and any additional fees. The State of Iowa allows 60 days for invoice payment. Written responses to questions will be issued by October 16, 2026, and the anticipated Notice of Intent to Award is November 6, 2026.
