About this opportunity

Sarasota County is conducting a sole source procurement for RAMP West Nile Virus (WNV) and Dengue Test Kits through solicitation 2024-ISS-227, targeting the county's Health & Human Services Mosquito Management Division. The procurement seeks to renew a contract with ADAPCO, LLC, the sole authorized distributor of Response Biomedical Corp.'s RAMP System test kits for environmental testing. These specialized test kits are critical for rapidly detecting mosquito-borne diseases that could pose fatal risks to humans and animal populations. The solicitation was released on May 17, 2024, with specific deadlines including a question submission deadline of May 21, 2024, and a final response deadline of May 22, 2024, at 5:00 pm. All electronic responses must be submitted through https://secure.procurenow.com/portal/scgov. The county has structured the procurement with a unique provision that allows for potential cancellation of the sole source if other vendors can demonstrate equivalent product capabilities, potentially opening the opportunity to a competitive solicitation.

The procurement is specifically restricted to ADAPCO, LLC as the sole authorized distributor, with no explicit set-aside designations for disadvantaged enterprises mentioned. The contract is proposed for a three-year period from 07/28/2024 to 07/27/2027, with an estimated annual expenditure of $15,000 and a total contract value not to exceed $150,000. As an added incentive, the county will receive a complimentary RAMP reader machine, which can serve as a backup for existing mosquito disease detection laboratory equipment. The solicitation includes standard terms and conditions covering purchase order requirements, compliance expectations, insurance provisions, and warranty details. Additionally, the procurement is subject to the availability of lawfully budgeted funds, and Sarasota County reserves the right to terminate the purchase order with appropriate notice and compensation. The contract integrates with the county's existing disease surveillance infrastructure, specifically within the Mosquito Management Division's operational framework.
