About this opportunity

The Maine Department of Public Safety is requesting quotations for rain gear to establish a master agreement for its Evidence Response Team, with quotations due January 30, 2013. Submissions must be made electronically through the State of Maine's Vendor Self Service (VSS) platform by 2:00 p.m. local time.

The scope consists of Thor 600D rain gear in black, unisex construction — jackets and pants in regular sizes from XSmall to 3X-Large and tall sizes from Small to 3X-Large. Each size configuration is a separate line item for pricing purposes.

All bidders must complete and submit a State Purchasing Code of Conduct Affidavit certifying compliance with Maine workplace laws, wage standards, labor conditions, environmental and safety regulations, and prohibitions on forced labor, child labor, and discrimination. The affidavit must be notarized and faxed to Sue Garcia at 207-287-6578 no later than the bid opening date. Bidders must provide the complete physical location of plants where clothing or textiles are assembled and confirm that all suppliers at the point of assembly have received a copy of Maine's purchasing code of conduct.

All pricing must be quoted on an FOB Destination basis with transportation charges prepaid by the successful bidder, exclusive of federal and state taxes, under standard net 30 payment terms from receipt of a correct invoice. The State reserves the right to increase or decrease quantities by up to 10 percent at the agreed-upon pricing and to terminate the contract in whole or in part at its discretion.

Quotations will be evaluated on a combination of factors including price (weighted at a minimum of 25 percent), quality, conformity to specifications, delivery time, and ultimate cost. The State reserves the right to reject any or all quotations, waive irregularities, and partially accept quotations based on individual items or groups of items deemed in the State's best interest. Questions must be posted through the VSS Question and Answer link prior to closure.
