About this opportunity

The State of Maine is requesting bids for P25-compliant portable and mobile radios to support public safety and emergency response operations, with bids due October 22, 2008 and an estimated initial procurement value of $300,000.

The scope covers portable radios with P25 Common Air Interface capability, support for conventional analog FM, P25 analog FM, and P25 digital FM modes on a per-channel basis, 5-watt transmit power, 96-channel minimum capacity, VHF frequency range (136–174 MHz), MIL-STD 810 compliance, LCD display with keypad, Nickel Metal Hydride battery (minimum 2,500 mAh), external speaker microphone, AC drop-in fast charger, carrying case with belt clip, and one-year warranty. Mobile radios must meet identical P25 and Common Air Interface standards with 50-watt transmit power, 100-channel minimum capacity, 12-character display minimum, dash mount configuration with mounting bracket, and one-year warranty. Programming software must be Windows XP compatible with necessary cables and adapters included. The initial order includes an unspecified quantity of radio packages at an initial ratio of two portable units for each mobile unit, along with six programming sets and service manuals.

All equipment must be new and delivered to Augusta, Maine within 15 business days of order receipt; orders exceeding 30 units must deliver the first 30 units within 15 business days and remaining units within 30 business days. All shipping and handling to Augusta are included at no additional cost; subsequent purchases by initiating agencies within Maine must also be covered by the vendor at no additional cost. The contract term extends from October 20, 2008 through September 30, 2010. Award will be made to the lowest responsible bidder based on best value considerations, with the winning bid maximizing the number of complete radio packages procurable within the $300,000 budget. The selected vendor must enter into a State of Maine Master Agreement that extends discount levels to local and county government agencies for additional purchases throughout the contract term. Unit prices must be submitted as percentages of discount off list prices.
