About this opportunity

Texas Tech University Health Sciences Center (TTUHSC) is soliciting bids on a Radiobiology/Preclinical Imaging and Irradiation System under IFB 739-SL3825170, with bids due September 11, 2026 at 4:30 p.m. Central Time. A HUB Subcontracting Plan is required if expected expenditures exceed $100,000, and the contract may trigger Form 1295 filing with the Texas Ethics Commission if the contract value reaches at least $1 million.

The scope comprises a complete Precision X-Ray system package: one SmART+ unit with ATP and filter recognition, five circular collimators (1mm, 2.5mm, 3.5mm, 8mm), one square collimator (10×10mm), one PlastiMouse unit, one-year service contract, installation, application training, commissioning, shipping, and rigging. All goods must be new, unused, and in first-class condition; TTUHSC may request samples at no expense to the bidder. Bidders must provide delivery estimates and three client references.

Pricing is quoted per unit F.O.B. destination with freight prepaid; sales and federal excise taxes are exempt. Bid prices remain firm for 90 days following submission. TTUHSC evaluates bids on cost, bidder reputation and past relationships, product quality, alignment with institutional needs, and total long-term acquisition cost. Bidders must demonstrate current status with the Texas Comptroller of Public Accounts and provide certificates of franchise tax status if applicable. Compliance with federal restrictions regarding foreign adversaries and controlled entities is required. The contract may extend up to three additional months at TTUHSC's sole discretion and is subject to Board of Regents approval. The agreement is subject to termination without penalty if funding becomes unavailable due to legislative action or appropriations changes. Questions are due August 28, 2026. Bids are submitted through the TechBid system or by mail to the TTUHSC Purchasing Office. The bid validity period is 90 days following submission.
