About this opportunity

The Palm Beach County Board of County Commissioners issued Invitation for Bid (IFB #22-047/CC) for radio tower maintenance, repairs, and installation services on a term contract basis, with proposals due February 24, 2022, at 4:00 p.m. The procurement seeks qualified contractors to provide comprehensive tower services including antenna replacement, cable installation, tower inspections, structural repairs, guy-wire tensioning, painting, and miscellaneous component replacements for both conventional and microwave antenna systems throughout Palm Beach County. Bidders must submit pricing based on a weighted factored rate system comprising a standard hourly rate (0.80 weight factor for work between 8:00 a.m. and 5:00 p.m., Monday through Friday), an emergency hourly rate (0.20 weight factor), overtime rates at 1.5 times the standard rate for work between 5:00 p.m. and 8:00 a.m. and weekends, and holiday rates at 2 times the standard rate, with all pricing including labor, equipment, materials, tools, supervision, transportation, insurance, and incidental costs. Qualified bidders must have successfully completed a minimum of five antenna installation projects, analyzed at least ten antenna systems using specific equipment, completed guy-wire tensioning on a minimum of three guyed towers up to 400 feet in height, and hold either a Florida Certified General Contractor license, a Florida Tower Specialty Contractor license, or a Palm Beach County Registered General Contractor license. Response times are differentiated by work type: conventional and microwave antenna system analysis and clearance lamp replacement require two-calendar-day emergency response, antenna system repairs require four-calendar-day response, and tower-top pre-amplifier replacement requires two-business-day response. The contract term is twelve months or until the estimated amount of $335,000 is expended, with options to renew for four additional twelve-month periods.

Palm Beach County offers a 5% local preference to bidders with a permanent place of business in Palm Beach County or in the Glades, and all bidders are subject to Equal Business Opportunity (EBO) program requirements and must comply with small, minority, and women-owned business enterprise (S/M/WBE) participation guidelines, though Affirmative Procurement Initiatives have been waived. Bidders must maintain Commercial General Liability insurance with limits of not less than $500,000 per occurrence, Business Auto Liability insurance with combined single limits of not less than $500,000 per accident, and Workers' Compensation and Employer's Liability insurance in accordance with Florida Statute Chapter 440. All bidders and subcontractors must be registered vendors in the County's Vendor Self Service (VSS) system, and employees entering critical facilities or criminal justice information facilities must pass fingerprint-based criminal history record checks. The anticipated contract value is $335,000, representing the estimated expenditure over the initial twelve-month term.
