About this opportunity

The City of Toledo is requesting quotations for regulated asbestos-containing material (RACM) demolition debris disposal site services, with bids due October 13, 2026 at 1:30 p.m. EST via the PlanetBids portal. An EPA Construction and Demolition Debris License is a mandatory qualification.

The City anticipates disposing of approximately 3,500 tons of debris annually from an average of 35 emergency or fire demolition sites per year. Pricing must be submitted separately on a per-ton basis for asbestos-containing and non-asbestos-containing debris, both delivered to the disposal site, inclusive of all fees, and quoted to two decimal places.

Award will be made on a "lowest and best" basis using evaluation criteria that include bid price, past work experience with the City, local preference under Toledo Municipal Code Section 187.34, and the City's net cost per ton (considering adjusted historical hauling costs calculated by mileage from demolition sites to disposal sites). The contract term is one year with options for three additional one-year renewals commencing in 2027.

A bid guaranty is required in the form of a cashier's check or bid bond, payable to the City of Toledo, and must be physically received by the Division of Purchases and Supplies by the due date. If using a check, it must also be scanned and uploaded with the e-bid. Bids of $75,000 or less require a 2.5% guaranty (minimum $40, maximum $1,800); bids exceeding $75,000 require a 5% guaranty (maximum $200,000).

Bidders must submit project paperwork, a signed contract, EPA CDD License, W-9, certificate of insurance naming the City as additional insured, workers' compensation certificate, EEO compliance certification, debarment certification, living wage affidavit, and primary/subcontractor agreement certificate. The Living Wage Contract Addendum applies to contracts of $10,000 or over, mandating minimum compensation of $17.45 per hour with single health coverage not exceeding 15% of monthly wages, or $20.63 per hour if health benefits are not provided or exceed the 15% threshold. For contracts exceeding $100,000, Commercial General Liability ($2,000,000 products completed operations aggregate), Comprehensive Automobile Liability ($1,000,000 per occurrence), and Umbrella Liability ($5,000,000) are required.
