About this opportunity

Radford University is requesting proposals for a comprehensive Learning Management System (LMS) replacement under RFP R26-009, with proposals due July 1, 2026 at 3:00 PM EST. Virginia SWaM certification or a certified subcontracting plan is required to receive maximum evaluation points in the 10% SWaM category.

The scope encompasses a fully developed, widely adopted SaaS LMS solution to replace the incumbent Brightspace platform across three separate production environments: Primary (approximately 7,837 students), Continuing Education (approximately 500 licenses), and IMPACT competency-based education (approximately 300 annual users), plus associated test environments. The university requires real-time API synchronization for OneRoster 1.3 integration, support for both LTI 1.1 legacy tools and LTI 1.3 standards, migration of at least five years of historical data from Brightspace, integration with Ellucian Banner via ILP/Ethos framework, and support for third-party instructional tools including Turnitin, Anthology Ally, Kaltura, and publisher integrations. Vendors must hold current SOC 2 Type II and HECVAT certifications before approval. The university intends vendor-hosted cloud solutions and will evaluate the cloud service provider proposed; vendors may utilize offshore personnel for non-production environments but may not provide offshore access to live customer data or PII without prior negotiation.

Radford anticipates implementation and integration beginning November or December 2026 with rollout to campus in summer 2027. The initial contract term is five years with options for five one-year renewals. No specific budget range has been established. Vendors must propose separate solutions and pricing for each of the three environments.

Proposals are evaluated on qualifications and experience (15%), quality of products and services (40%), methodology and implementation plans (20%), financial proposal and five-year total cost of ownership (15%), and SWaM participation (10%). An optional pre-proposal conference was held June 1, 2026. Questions were due June 3, 2026. Addendum Number 01, issued June 10, 2026, provides responses to 118 RFI questions. The incumbent D2L Brightspace is eligible to participate. Radford University reserves the right to make multiple awards and conduct oral presentations with selected offerors.
