About this file

This Addendum Number 01, issued June 10, 2026, provides clarifications and supplementary information for RFP R26-009, a Learning Management System (LMS) procurement for Radford University, a state agency of the Commonwealth of Virginia located in Radford, Virginia. The RFP seeks a fully developed, widely adopted SaaS LMS solution to replace the incumbent Brightspace platform. The university operates three separate production environments (Primary, Continuing Education, and IMPACT competency-based education) along with associated test environments, requiring vendors to propose separate solutions for each environment with distinct pricing. Radford anticipates beginning implementation and integration in November/December 2026 with a rollout to campus in summer 2027. The proposal submission deadline is July 1, 2026. The addendum includes responses to 118 RFI questions addressing topics including environment structure, user licensing, migration requirements, security specifications, integration scope, and implementation expectations. The university requires vendors to organize proposals according to RFP sections, complete Attachment B (Requirements Matrix), and provide detailed narratives without duplicating full RFP text.

Pricing must be submitted using the provided Attachment I Pricing Schedule, broken out separately for each of the three environments, with vendors permitted to submit a single national pricing structure rather than nine separate cooperative purchasing zone sheets. No specific budget range has been established. The incumbent vendor (D2L Brightspace) is eligible to participate. The university maintains approximately 9,000 active users across all environments, with the IMPACT program representing approximately 300 annual users and the Continuing Education environment approximately 500 licenses. Critical requirements include current SOC 2 Type II and HECVAT certifications before approval, real-time API synchronization for OneRoster 1.3 integration, support for both LTI 1.1 legacy tools and LTI 1.3 standards, migration of at least five years of historical data from Brightspace, integration with Ellucian Banner via ILP/Ethos framework, and support for multiple third-party instructional tools including Turnitin, Anthology Ally, Kaltura, and publisher integrations. Vendors must hold Virginia SWaM certification or provide a certified subcontracting plan to receive maximum evaluation points in the 10% SWaM category. The university intends vendor-hosted cloud solutions and will evaluate the cloud service provider proposed; vendors may utilize offshore personnel for non-production environments but may not provide offshore access to live customer data or PII without prior negotiation. The university will consider vendor-proposed alternative solutions and architectures provided all functional requirements are met.
