About this opportunity

The Municipal Authority of Westmoreland County is seeking sealed proposals for Contract R034-26 to furnish Fusible C900 Pipe and Restrained Joint C900 Pipe, with all materials required to meet Build America, Buy America (BABA) Act requirements. Proposals will be received online through PennBid until 10:30 A.M. on November 20, 2025, with bid documents available at no cost on the PennBid website. Bidders are instructed to submit all questions through the "Vendor Discussions" tab in the Messages section of PennBid. The contract pricing will be firm for the period from January 1, 2026, through June 30, 2026. Vendors awarded contracts will be assessed a variable award fee of 1/6% of the expected contract value, with a minimum of $100 and a maximum of $5,000. The Municipal Authority reserves the right to reject any or all bids and to accept any portion of a bid deemed in its best interest.

No specific set-aside designations or restrictions on responding organizations are mentioned in the procurement documents. While the contract appears to be open to standard pipe suppliers, there is an emphasis on compliance with the Build America, Buy America Act, which may limit potential vendors to those capable of meeting domestic manufacturing requirements. The procurement does not list incumbent vendors or specify existing infrastructure integration requirements. While a precise budget range is not provided, the contract terms suggest this is a potentially significant municipal infrastructure procurement for pipe supply. Interested vendors should carefully review the attached bid specifications document and ensure their ability to meet both technical requirements and the BABA Act provisions before submitting a proposal.
