About this file

This is a bidding specifications document from the Municipal Authority of Westmoreland County (MAWC) in Pennsylvania for Contract R010-27 to furnish rock salt for the period September 1, 2026 through August 31, 2027. The contract requires bidders to furnish up to 30 tons of bagged rock salt in 50-pound bags for delivery to two locations: the New Stanton Garage Building at 124 Park and Pool Road, and the George R. Sweeney Water Treatment Plant on State Route 380 off Route 66 North in Apollo, PA. Additionally, bidders may submit pricing for up to 750 tons of bulk rock salt delivery to the New Stanton Garage Building. Bagged salt orders are placed by pallet with delivery included in the bid price, and subsequent deliveries must occur within 96 hours of initial delivery. A supplemental bid option allows bidders to quote bulk salt on a per-ton basis for pickup by MAWC using their own personnel and equipment. Award decisions will be based on the lowest price per bag for bagged rock salt and lowest price per ton for bulk rock salt, with MAWC reserving the right to split awards between suppliers and locations. All prices must remain firm for the entire contract period.

Bid pricing must exclude all federal, state, and local taxes, as MAWC holds tax exemption certificates that will be provided to the successful bidder. Award fees are calculated at one-sixth of one percent (0.00166) of the expected contract value for term contracts, with a minimum fee of $150 and maximum of $6,000. The successful bidder must provide MAWC with their vendor item numbers and deliver a surety bond of $5,000 within ten days of formal contract award notification. MAWC reserves the right to waive informalities, reject any or all bids, accept partial bids, split bids among suppliers, and purchase materials through government cooperatives such as Costars. No specific incumbent vendor information, set-asides, or funding sources are identified in the specifications.
