About this opportunity
The Maryland Division of Rehabilitation Services (DORS) is requesting bids on vehicle adaptation services for a single client under IFB R00B7600035, with bids due August 25, 2026 at 12:00 noon and a pre-bid conference on August 13, 2026 at 9:00 a.m. via Google Meet. No set-aside or preference program applies; this is a competitive procurement with sole award based on the lowest responsive bid price.
The scope is furnishing and installing all adaptive equipment on a 2026 Honda Odyssey for client C. Bucks Camacho (Participant ID #91783), a powered wheelchair user with SMA Type III who will serve as both driver and passenger. Required modifications include BraunAbility XI in-floor conversion, power 6-way transfer seat, electronic hand controls, secondary control systems, wheelchair restraint and securement equipment, and related adaptive driving technologies. All work must meet or exceed NMEDA standards and Federal Motor Vehicle Safety Standards (FMVSS). Bidders must provide separate labor and equipment costs for each line item unless items are bundled as single OEM packages with prior written approval. The vendor must deliver comprehensive warranty documentation, maintenance guides, and user manuals, with a minimum one-year manufacturer warranty on all modifications. Invoicing procedures allow partial invoices for equipment purchases exceeding $5,000 with paid manufacturer receipts; final invoicing follows delivery to the consumer. Weekly progress updates are required if delays occur.
Three minimum qualifications apply: three years of vehicle adaptation services experience (supported by three references from the past five years), current NMEDA Quality Assurance Program certification, and three completed reference checks. The contract term is one year with no renewal options. Federal funding from the Rehabilitation Act of 1973 (CFDA 84.126) supports this procurement. Required insurance includes Commercial General Liability ($1 million per occurrence / $3 million aggregate), Errors and Omissions ($1 million per claim / $3 million aggregate), Workers' Compensation ($1 million minimum per occurrence), and Automobile/Commercial Truck Insurance meeting Maryland requirements. Questions close August 17, 2026 at 10:00 a.m. Payment is by electronic funds transfer within 30 days of proper invoice receipt through the DORS Portal; travel reimbursement is not permitted. Quotations and bids are firm for 120 days following the due date.
