About this opportunity
Dauphin County Commissioners are soliciting competitive bids for the Fort Hunter Park Restroom Renovations and Site Construction project, which encompasses multiple distinct construction contracts. The procurement includes four separate bid packages: General Construction (Contract No. 2025-01 (B)), Electrical Construction (Contract No. 2025-01 (E)), Plumbing Construction (Contract No. 2023-01 (P)), and Site Construction (Contract No. 2025-01 (S)). Project scope involves full renovation and reconfiguration of an existing restroom building, comprehensive site work including grading, excavation, paving, constructing ADA accessible walkways, developing a playground area, and implementing a stormwater management facility. Bids will be received online until August 8, 2025, at 2:00 PM local time, with a public bid opening scheduled in the Commissioner's Hearing Room at the Administration Building in Harrisburg, Pennsylvania. Bidding documents are exclusively available through the designated website https://pennbid.bonfirehub.com/, with all official notifications and addenda distributed solely through this platform. No pre-bid conference is planned for this project, and all bids must be submitted on a lump sum basis for each respective contract.
While specific set-aside designations are not explicitly detailed in the procurement documents, bidders should anticipate standard municipal contracting requirements potentially involving local or small business preferences. Bid security is required, with acceptable forms including certified checks or bid bonds, though the exact monetary threshold is not fully specified in the provided documentation. The project involves coordination with a playground equipment installer, suggesting potential subcontractor engagement opportunities. Although precise budget ranges are not disclosed, the comprehensive nature of the multi-contract project involving restroom renovation, site construction, electrical, and plumbing work implies a substantial municipal infrastructure investment. Potential bidders should carefully review the attached project manuals, including the site work contract, restroom contract, stormwater management plan, and associated addenda to fully understand project specifications and requirements. Interested contractors will need to demonstrate technical capability across multiple construction disciplines, including site grading, ADA compliance, stormwater management, and building renovation.
