About this opportunity
The State of Maine Division of Purchases is soliciting quarterly tape orders with bids due March 26, 2009.
The source does not identify the specific tape products, quantities, sizes, grades, or performance specifications required. Bar-code labeling standards apply as a mandatory specification for product identification and inventory tracking; the bar-code sample document is attached as a technical exhibit.
Bids must be submitted in sealed form or via electronic medium to the Division of Purchases office prior to the closing date and time. Unit prices must be quoted separately for each item delivered to destination with transportation charges prepaid unless otherwise specified. The state is exempt from federal and Maine sales and use taxes, and bids should exclude these taxes.
Maine-manufactured commodities and in-state bidders receive preference when prices, quality, and availability are equal. Awards will be made to the lowest responsible bidder considering quality, conformity with specifications, delivery dates, and ultimate cost to the state. The state reserves the right to reject any or all bids, waive formalities, increase or decrease order quantities by up to 10 percent, and award based on best-value considerations rather than price alone. Contractors must furnish items exactly as specified on purchase orders. Cash discounts must be stated, though discounts under 20 days will not be considered in award determinations. All deliveries must comply with applicable federal, state, and local laws and regulations.
