About this opportunity

Sacramento County is requesting bids for quarterly landfill gas well installation services at Kiefer Landfill in Sloughhouse, California, under Contract No. 4699, with bids due July 23, 2026 at 2:00 p.m. and pre-bid questions due July 2, 2026. A valid California contractor's license in both General Contractor (Class A) and Well Drilling Contractor (Class C-57) classifications is mandatory. The contract is subject to federal Davis-Bacon prevailing wage requirements under FHWA Form 1273 and California Labor Code section 1720.

The two-year scope covers construction of new vertical landfill gas extraction wells and associated piping infrastructure, with one mobilization per quarter. For bidding purposes, each quarterly mobilization is estimated at ten existing well decommissionings, eight new vertical extraction wells (four at 100-foot depth and four at 160-foot depth), 100 linear feet of 3-inch HDPE lateral pipe per well, 500 linear feet of 8-inch HDPE header pipe, one 8-inch gate valve, and one road crossing. Bidders must also provide an optional estimate for two horizontal collectors (perforated 6-inch HDPE collector piping with 850 linear feet of trench excavation). Actual quarterly quantities and scope will vary at the County's discretion. All work must comply with County Standard Construction Specifications (revised November 2024), NPDES and storm water pollution prevention plan requirements, and CalOSHA excavation safety standards. Work hours are 6:00 a.m. to 8:00 p.m. daily, seven days per week. Each quarterly construction event must be completed no later than 30 calendar days after quarter-end; liquidated damages are $10,000 per calendar day for delays.

The estimated total contract value is $4.54 million over two years. Contractor's Pollution Liability insurance is required with limits of not less than $2 million per occurrence and $2 million general aggregate, naming the County as an additional insured. A bid bond of not less than ten percent of the aggregate bid amount must accompany each bid; the successful bidder must provide Performance and Material and Labor Payment Bonds each for not less than 100 percent of the contract price. Bids are submitted electronically through the Sacramento County Electronic Bidding Portal with automatic online opening at 2:01 p.m. on bid date. No pre-bid meeting is scheduled; site visits may be arranged by contacting the County. Pre-bid questions must be submitted through the County's eProcurement system (OpenGov).
