About this opportunity
The Missouri Department of Transportation Northeast District issued an Invitation for Bid (IFB) for the establishment of a blanket purchase agreement with multiple vendors for the plant pick-up of aggregate materials from various quarries throughout calendar year 2026. This procurement encompasses twenty line items covering diverse aggregate products including maintenance chips, screenings, graded aggregates, clean rock, rip-rap, trap rock, blanket rock, and sand, with each item priced on a per-ton basis. All materials supplied must comply with the quality and gradation requirements specified in the current edition of Missouri Standard Specifications for Highway Construction, with relevant section numbers identified for each line item. Vendor selection will be based on multiple evaluation criteria including material gradation, cost analysis, product availability, and project proximity to quarry location to minimize hauling distances. The solicitation opened on December 5, 2025, with responses due electronically via MissouriBUYS no later than December 23, 2025, at 1:00 PM Central Time; pricing quoted by vendors must remain firm throughout the entire 2026 calendar year. Vendors were not required to provide pricing on all line items and could enter zero dollars for items they could not supply. All invoices must reference purchase order numbers and be submitted to MoDOT Northeast District Financial Services with Net 45 payment terms, and scale tickets must include the MoDOT truck number and employee name.
The solicitation required all bidders to be registered in MissouriBUYS and to complete required exhibits including M/WBE participation documentation and Service-Disabled Veteran preference information, with additional certifications required for bids exceeding specified thresholds, including the Anti-Discrimination Against Israel Act Certification for bids over $100,000 and Buy American Form for bids over $25,000. Fifteen suppliers submitted responses to the solicitation, resulting in nine awarded vendors: BMC Stone LLC, Capital Quarries Inc, Capital Sand Company Inc, Central Stone Company, Con Agg Companies LLC, L&W Quarries Inc, Magruder Limestone Co. Inc (which received six separate contract awards), New Frontier Materials, and W.L. Miller Company, while Southeast Missouri Stone Company submitted a no-bid response. Unit pricing across all awarded contracts ranges from $2.00 per ton for 3/8" screening from New Frontier Materials to $75.00 per ton for 3-4 foot rock from Magruder Limestone Co. Inc, with the total award amount across all suppliers and line items totaling $3,619.31. The awards were strategically distributed across multiple suppliers to ensure competitive pricing and sourcing diversity for the various material specifications required by the Northeast District. The contract structure allows MoDOT Northeast District to procure quarry materials on an as-needed basis from the awarded suppliers at the negotiated unit prices, with no fixed quantities established under the price agreement.
