QSP 2020-1

The state and local contract opportunity posted by the state of Massachusetts is for on-call tub repairs, as needed, for vacant and occupied apartments in Middlesex County over a 12-month period. The solicitation, issued by the Lowell Housing Authority, requires the submission of proposals detailing the contractor's qualifications and approach to providing these services. The procurement process is outlined in the HUD-5369-b Instructions to Offerors Non-Construction document, which details the requirements for submitting offers, including the preparation, submission, and evaluation criteria the Lowell Housing Authority will use to award the contract to the responsible offeror whose proposal is most advantageous. The solicitation provides instructions on the submission deadline of February 5, 2020, as well as procedures for withdrawing or modifying offers and filing protests.

The contract opportunity does not appear to have any set-aside designations or restrictions on the types of organizations that can respond. The Lowell Housing Authority Code of Ethics document outlines the expected ethical standards and conduct for all Lowell Housing Authority employees involved in the procurement process. The procurement basis is indicated as a "Quote", but no additional details are provided regarding item quantities, award dates, or renewal options. The total contract value or budget range is not specified in the available documents.
