About this opportunity

Lowell Housing Authority is soliciting bids under IFB 2026-23 for Group 2 of the North Common Village Roof Replacement in Massachusetts, with bids due December 7, 2026. The Project consists of, but is not limited to, removal and replacement of asphalt shingle roofing systems and associated underlayment, sheet metal flashing, gutters, and downspouts, including all labor, equipment, temporary protection, tools, and appliances needed to complete the work. The solicitation is governed by HUD Form 5369-B Instructions to Offerors (Non-Construction), and the full IFB package is available at www.lhma.org/bids.

Bidders must demonstrate responsibility through evidence of adequate financial resources, satisfactory performance history, integrity and business ethics, compliance with public policy requirements including Equal Employment Opportunity, and confirmation that they are not debarred by HUD or any other U.S. Government agency. The Housing Authority will award to the responsible offeror whose offer is most advantageous considering cost and other specified factors. It may reject any or all offers, accept other than the lowest offer, waive minor irregularities, and award multiple contracts.

Offers must be submitted in sealed envelopes addressed to the Lowell Housing Authority Department of Finance and Procurement at 350 Moody Street, Lowell, MA 01854, with the solicitation number and offeror information on the envelope face. Late submissions are accepted only if sent by registered or certified mail postmarked no later than five calendar days before the deadline, or by Express Mail Next Day Service sent two working days before the deadline. Offerors must acknowledge any solicitation amendments by the specified deadline. Award protests must be submitted in writing and receive dated acknowledgment, and the Housing Authority's determination is final unless appealed.
