About this opportunity

The Southwest Virginia Regional Jail Authority (SWVRJA) is issuing a Quick Quote procurement for eight Pro-Straint Restraint Chairs (or equivalent products) to be distributed across its four-facility regional jail system. The procurement targets Northampton County, Southampton County, Stafford County, Surry County, and Alexandria City in Virginia. The restraint chairs must meet specific operational requirements, including eight points of restraint, three restraint levels with variable mobility options, capability to transition between stationary and mobile configurations, a heavy steel frame with low center of gravity, 360-degree caster range of motion, and a belt restraint system with patented handles; chairs must be delivered fully assembled and ready for use with no installation required. The exact Pro-Guard make and model is preferred, but equivalent products that meet or exceed the specified requirements are acceptable. Delivery is required by June 24, 2026, to one of four SWVRJA facility locations (Abingdon, Duffield, Haysi, or Tazewell), with billing directed to the administrative office in Meadowview, Virginia. Bidders must submit quotations through the eVA website (www.eva.gov) no later than Monday, April 27, 2026, at 2:00 PM, with all submissions including estimated delivery dates and any applicable delivery fees. Questions should be directed to Danyelle Moore at emoore@swvrja.com in PDF format. Award will be based on the proposal deemed most responsive and advantageous to SWVRJA, with the lowest-priced bid not guaranteed selection; SWVRJA reserves the right to cancel or reject quotes at any time without providing reasons for rejection.

The solicitation documents do not identify set-aside designations, restrictions on organization types, disadvantaged enterprise requirements, incumbent vendors, or current contractors. However, all responding vendors must comply with the General Terms and Conditions and Special Terms and Conditions established by SWVRJA, which mandate compliance with the Virginia Public Procurement Act, federal and state antidiscrimination laws, ethics in public contracting, immigration reform regulations, and debarment certifications. Contractors must maintain specified insurance coverage, including workers' compensation, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit. Resulting contracts will be subject to standard terms allowing SWVRJA to terminate without penalty upon 60 days written notice, with renewals available for two successive one-year periods under current terms and pricing. Unless otherwise stated, any price declines must be extended to SWVRJA, and no product substitutions are permitted after contract award without written approval from the Contract Officer. No specific budget range or award value is provided in the procurement documents.
