About this opportunity
Charlotte County, Virginia is soliciting bids for design and construction of the Swedwood 69/15 kilovolt electrical substation in Danville, with proposals due September 28, 2026. The procurement may include MWBE participation provisions under Virginia procurement regulations.
The scope encompasses site preparation, foundation construction, installation of power transformation equipment, control systems, protective relaying, and communications infrastructure, culminating in testing and commissioning of a fully operational facility. The substation design operates at 69 kilovolt (transmission) and 15 kilovolt (distribution) serving multiple incoming transmission lines from Airside, Cyberpark, and AEP sources. Key equipment includes two main transformers with load tap changer capability (15/20/25/28 MVA capacity), multiple 72.5 kV and 15 kV circuit breakers, a 40-foot by 11.5-foot control house, station service transformers, surge arresters, voltage transformers, and an extensive grounding system utilizing 10-foot Copperweld ground rods and 4/0 AWG bare copper wire. The overall substation footprint is approximately 215 feet by 177.5 feet. Design and construction must comply with RUS Bulletin 1724E-300 spacing and clearance standards, NESC Part 124A3 vertical clearance requirements (minimum 8.5 feet to energized equipment), and voltage insulation levels of 350 kV BIL for 69 kV equipment and 150 kV BIL for 25 kV equipment. Eight 15 kV underground feeders and a perimeter security fence with gate access are included. Grounding design requires Anderson & Fargo connectors and exothermic connections for permanent installations.
Qualified contractors must demonstrate experience in high-voltage electrical substation construction and familiarity with applicable industry standards and regulatory requirements. Bidders should review the complete technical specifications, bill of materials, and all supporting exhibits to accurately estimate project costs. Specific contract value, contract term, funding allocation, site-visit opportunities, and award timeline details are contained in the complete bid package and associated addenda.
