About this opportunity
The Ohio Department of Natural Resources (ODNR) is soliciting bids for the Rocky Fork East End Overlook Deck Replacement project located at Rocky Fork State Park in Hillsboro, Hocking County. The procurement involves comprehensive deck renovations for a facility constructed in the late 1960s, which is used for large group events such as weddings, school reunions, and business functions. Key project deliverables include installing new joists, treated 2x6 decking, replacing bench seating and handrails, and adding an emergency exit gate near the kitchen. Bidders are required to conduct a mandatory site visit between Monday and Friday from 8am-3:30pm, with appointments available by calling 937-393-4284. The project must be completed prior to May 31, 2025, with bid responses due by February 28, 2025. Award evaluation criteria include being the lowest responsive and responsible bidder, determined by calculating the low lot total, which involves multiplying unit costs by estimated usage. Additionally, awarded bidders must provide two examples of similar completed projects with photographs and references, and participate in a pre-award meeting with DNR staff to ensure mutual understanding of project materials and scope.
The procurement appears to encourage participation from diverse businesses, with documentation suggesting preferences for Ohio-certified Minority Business Enterprises (MBE) and Encouraging Diversity, Growth and Equity (EDGE) businesses. Strict compliance requirements are in place, including mandatory disclosure of service locations, prohibitions on offshore services, and restrictions on purchasing from certain international entities. Contractors must maintain specific insurance coverages, including commercial general liability and business automobile liability with minimum coverage of $1,000,000 per occurrence. While no specific budget range is explicitly stated, the project involves deck replacement and facility upgrades at a state park. Potential bidders must be registered in the Ohio Buys procurement system and comply with state ethics laws, campaign contribution restrictions, and other regulatory requirements. Performance bonds might be required, and contractors must maintain proper registrations with the Ohio Secretary of State. The contract will be valid through June 30, 2025, with potential for renewal based on mutual agreement and appropriation.
