About this opportunity
The Ohio Department of Natural Resources is seeking a contractor to complete a roofing replacement project at Blue Rock State Park's camp office located in Montgomery County. The project involves comprehensive roof renovation, including removing existing roofing, inspecting and replacing damaged decking, installing new 15 lb underlayment, and applying Pinnacle "Burnt Hickory" fiberglass shingles. Specific technical requirements include replacing metal flashing in four valleys, sealing three vent stacks, installing ridge caps, and replacing drip edge as necessary. The contractor will be responsible for all materials, demolition, site cleanup, and obtaining required permits, with work to be performed Monday through Friday between 7:00am and 6:00pm. The project is scheduled to commence on or after November 1, 2025, with a completion deadline of February 1, 2026, and the Request for Quotation (RFQ) responses are due by November 5, 2025. Interested bidders are strongly encouraged to schedule a mandatory site visit with project contacts Dave Finley or Eric Keplar prior to submitting a bid.
The contract is designated as a Minority Business Enterprise (MBE) set-aside in accordance with Ohio Revised Code 125.081, which means preference will be given to qualifying minority-owned businesses. Award will be made to the lowest responsive and responsible bidder, determined by calculating the low lot total through multiplying unit costs by estimated usage. The contract includes standard state provisions requiring compliance with Ohio ethics, election, and procurement laws, and contractors must provide workers' compensation coverage. Invoicing will be submitted to Ohio Shared Services, with the purchase order valid through June 30, 2026. While specific budget details are not explicitly stated, the contract will be funded through the Ohio General Assembly appropriations, with potential for renewal upon mutual written consent. Contractors must also complete an Affirmation and Disclosure Form confirming that all services and data handling will occur within the United States, with immediate notification required for any potential changes in service locations.
