About this opportunity
The City of Fort Worth, Texas is soliciting Statements of Qualifications for professional engineering studies, planning, design, and construction services on capital projects funded by federal or state grants, with a pre-submittal meeting on November 4, 2026 (virtual, time to be determined) and SOQs due November 19, 2026 at 2:00 p.m. CST through the Bonfire Procurement Portal. The solicitation is an RFQ that establishes ranked pre-qualified firm pools by discipline. Selected firms then respond to project-specific Requests for Proposals.
The solicitation covers ten disciplines: Construction Management (Inspection Services), Grant Writing/Grant Management, Roadway Projects, Bridge Design, Pedestrian Safety Improvements, Traffic Signalization/Intersections, Innovative Intersection Projects, Roadway-Rail Grade Separated Crossings/Quiet Zones, Stormwater Improvement Projects, and Streetscape/Green Ribbon Projects. Prime providers must certify that all engineering, architecture, and surveying personnel are licensed in Texas and remain active throughout performance. The Project Manager and a Deputy Project Manager must each be a Texas-licensed Professional Engineer with at least 10 years of experience and must be prime provider employees at proposal submission. Joint ventures between prime firms are prohibited, though subcontractors may be added. Veterans Heroes United in Business (VetHUB) program participation is potential, "if applicable."
Federally funded work requires compliance with 23 CFR Part 172, Texas Government Code Chapter 2254, the TxDOT Local Government Project Management Guide, federal cost principles, E-Verify certification, annually updated indirect cost rate documentation, and Title VI assurances.
Evaluation weights technical qualifications at 40 percent, Project Manager experience at 35 percent, and firm experience at 25 percent. Scoring draws on template responses addressing cost estimate accuracy, schedule accuracy, feasibility studies, and public engagement capabilities.
Resulting contracts are anticipated to be time-and-material, not-to-exceed task orders, with selections valid for up to three years after the submission deadline. The City guarantees no minimum work volume, reimburses no proposal preparation expenses, and assumes no obligation to award. Debriefings are available upon request for firms not placed on the qualified consultant lists.
