About this opportunity
The City of Philadelphia Water Department is conducting a prequalification process for contractors to bid on the relay of water mains along Lansdowne Avenue, with prequalification questionnaires due May 14, 2026, and the sealed-bid opening scheduled for June 4, 2026 at 10:30 a.m. EST through Zoom. This is a prequalification-only solicitation; approved sellers will receive notice and be invited to participate in the subsequent closed bid. A Local Business Entity (LBE) determination form may qualify bidders for a local preference of 10 percent for bids of $1 million or less, or 5 percent for larger bids.
The scope spans approximately 3,385 linear feet of 8-inch ductile iron water mains, 145 linear feet of 6-inch ductile iron mains, 165 linear feet of 4-inch ductile iron pipe, and 10 linear feet of 3-inch ductile iron pipe, along with valve boxes, valves, tees, bends, fire hydrants, concrete work, paving, and water service connections. The project extends from Haverford Avenue to approximately 2,678 feet west of Cardington Road. Contractors must maintain minimum 6-inch clearance between all underground structures and new water mains, coordinate with the Pennsylvania One Call System at least three days prior to excavation, and contact adjacent property owners (Rose Playground, TGR Learning Lab Philadelphia, Little Horse Tavern, Cobbs Creek Golf Club) with two weeks' advance notice. Fire hydrant construction and relocation require field approval by the Water Department Construction Division.
The estimated contract value is $2 million to $3 million with a 180-calendar-day completion period from Notice to Proceed. Contractors must perform at least 20 percent of work with their own workforce. The contract is subject to prevailing wage requirements effective October 7, 2025, federal E-Verify Program compliance, weekly certified payroll reporting, diesel engine emissions controls, $2 million Environmental/Pollution Legal Liability insurance per occurrence, and $5 million Umbrella Liability coverage per occurrence. A bid bond equal to 10 percent of gross bid amount and a non-refundable processing fee are required. Written interpretation requests are due May 21, 2026. Eight contractors have been approved for qualification: Carusone Construction, Inc.; A.P. Construction, Inc.; Petrongolo Contractors, Inc.; JPC Group, Inc.; Nello Construction Co Inc.; Road-Con, Inc.; and Seravalli, Inc.
