About this opportunity
The City of Philadelphia is soliciting pre-qualification bids for sewer reconstruction, sewer lining, relay of water mains, and green stormwater infrastructure on North 37th Street and subordinate locations, with pre-qualification questionnaires due August 4, 2026 and sealed bids due August 25, 2026. This is a pre-qualification-only solicitation; approved sellers will receive notice and invitation to the closed bid phase. The estimated contract value exceeds $5 million.
Local Business Entity (LBE) certification may qualify bidders for preferential consideration. Contractors must perform at least 20 percent of the work with their own workforce. New apprenticeship requirements effective July 1, 2026 mandate that 70 percent of on-site workers be graduates of or enrolled in certified apprenticeship programs for projects valued at $300,000 or more with four or more on-site workers. All work is subject to prevailing wage requirements as established by the Philadelphia Labor Standards Unit, with separate schedules for building and heavy/highway construction classifications. Contractors must provide written evidence that apprentices are registered with statewide training programs recognized by the U.S. Bureau of Apprenticeship and Training prior to employment on the project.
The scope includes sewer pipe installations ranging from 18 to 42 inches in diameter, water main installations of 6 to 24 inches, green infrastructure components with HDPE pipes and geotextile materials, concrete work, asphalt paving, and erosion control. The contract term is 360 calendar days from Notice to Proceed. Bids must include a non-refundable processing fee and a bid bond equal to 10 percent of the gross bid amount. Contractors and subcontractors must comply with E-Verify employment eligibility verification and diesel emissions controls for equipment over 50 horsepower. Questions are due August 11, 2026 to Rosina.Depasquale@phila.gov. Specifications, plans, and the pre-qualification questionnaire are available on PHLContracts.phila.gov. Amendment 2 to the prevailing wage rates, effective July 28, 2026, supersedes Amendment 1 dated May 26, 2026.
