About this opportunity

The City of Philadelphia Water Department is soliciting plumbing construction bids for the replacement of the 42nd Street Pumping Station under PW PREQUAL Bid 2477, with sealed quotes due October 29, 2026 at 10:30 a.m. through PHLContracts and a public opening on Zoom immediately afterward. This is a pre-qualification solicitation: approved sellers receive notice and are invited to a closed bid solicitation. The September 30 and October 7 site visits and the October 8 question and questionnaire deadlines have passed.

Sellers may self-identify as MBE, WBE, or DSBE on the questionnaire, and the checklist asks sellers to confirm Local Business Entity (LBE) certification status if applicable. The project is federally funded through the CDBG-DR Infrastructure Program and requires compliance with HUD Section 3 of the HUD Act of 1968 and 24 CFR Part 75. Amendment No. 1 adds Appendix II, Part 200 contract provisions for non-federal entity contracts under federal awards.

The scope is plumbing construction for the pumping station replacement, including temporary bypass pumping during construction phases. Amendment No. 1 sets five milestones: foundation completion by December 7, 2027; transition to bypass pumping Phase 2 by August 16, 2028; structural and architectural completion by May 25, 2029; pumps in operation by September 5, 2029; and work completion by October 31, 2029, a deadline tied to grant funding. The amendment also revises seventeen civil drawings. Sellers must acknowledge all amendments in PHLContracts, and the Procurement Commissioner may reject any bid for which amendments have not been executed and returned.

The Prequalification Questionnaire requires financial statements dated within six months, disclosure of officers and shareholders with interests above 5 percent, and reporting of defaults, terminations, surety refusals, litigation, debarment, and tax delinquencies from the preceding five years. The City may revoke qualifications at any time. The Water Planning & Engineering Department's approved bidders list names Navy Yard Corp., Dolan Mechanical, Inc., JPC Group, Inc., Shannon Park, Five Star, Inc., A.P. Construction, Inc., Athena Contracting, Inc., Kaser Mechanical, LLC, and Devine Brothers, Inc. Approved bidders must submit original questionnaires to the Procurement office no later than 96 hours before the bid opening.

The estimated value is $500,000 to $1 million.
