About this opportunity
The Philadelphia Water Department is soliciting sealed quotes for general construction to replace the 42nd Street Pumping Station under Bid 2475, with quotes due October 29, 2026 before 10:30 a.m. through PHLContracts and a public opening by Zoom to follow. Participation is restricted to contractors pre-qualified under PW PREQUAL Bid 2475, and only approved sellers receive invitations to the closed bid. Pre-qualification questionnaires were due October 8, 2026.
Sellers must submit a fully completed Prequalification Questionnaire with financial statements current within six months, and failure to attach it results in disqualification. The questionnaire requires years in business, prime and subcontractor experience, largest completed contract values, equipment inventory, and disclosure of defaults, terminations, liens, claims, debarment, and pending litigation. The form permits minority-owned (MBE), women-owned (WBE), and disadvantaged small business (DSBE) designations, and the checklist captures Local Business Entity (LBE) certification status. The City may revoke qualification at any time. Sellers must also submit an executed Consent and Authorization form before bid closing and acknowledge all amendments in PHLContracts, with failure to do so possibly resulting in bid rejection at the Procurement Commissioner's discretion.
The scope is general construction for the 42nd Street Pumping Station replacement in Philadelphia, Pennsylvania, designated Work Order 75064. Separate bids cover electrical construction (Bid 2476, estimated above $5 million), HVAC construction (Bid 2478, $4 million to $5 million), and plumbing construction (Bid 2477, $500,000 to $1 million). Bid 2475 carries an estimated value above $5 million. The project is funded through the CDBG-DR Infrastructure Program and requires compliance with HUD regulations, including Section 3 of the HUD Act of 1968 and 24 CFR Part 75. Amendment No. 1 adds Appendix II to Part 200 contract provisions and revises 17 civil drawings and adds structural drawings S28A and S29A. The low bidder must meet grant-driven milestones: foundation completion by December 7, 2027; bypass pumping Phase 2 by August 16, 2028; structural and architectural completion by May 25, 2029; pumps in operation by September 5, 2029; and full project completion by October 31, 2029.
The approved bidders list recommends nine contractors for the closed bid: A.P. Construction, Inc.; JPC Group, Inc.; Carusone Construction, Inc.; Railroad Construction Company, Inc.; C & H Industrial Services, Inc.; Daniel J. Keating Co.; Thomas P. Carney, Inc.; General Construction; and C. Abbonizio Contractors, Inc. Questions were due October 8, 2026 by 5:00 p.m. to Alexander.Fidrych@phila.gov in lieu of a pre-bid meeting, and mandatory site visits were held September 30 and October 7, 2026 at 10:00 a.m.
