About this opportunity
The City of Philadelphia Procurement Department, with the Philadelphia Water Department (PWD) as the project owner, is soliciting pre-qualification submissions for the relay of water mains on Almond Street from Ash Street to Pratt Street, an estimated project exceeding $5.0 million. The pre-qualification deadline was October 22, 2026, and this stage is closed to new submissions. Pre-qualification is a gate: only approved sellers receive notice and an invitation to the closed bid solicitation, and project pricing is solicited separately after approval.
Submissions run through PHLContracts and require an executed Consent and Authorization Agreement, attached to the vendor profile at registration or with the first submitted quote. Corporations must have signatures from a President or Vice President and a Secretary, Assistant Secretary, Treasurer, or Assistant Treasurer. A completed Prequalification Questionnaire, marked confidential, is mandatory, and failure to submit it results in disqualification. Vendors must also attach any applicable Supplemental Questionnaires and identify their Local Business Entity (LBE) certification status. Electronic quote submission is a binding commitment, and the company is bound by all quotes submitted through its accounts, including those submitted by any individual presumed authorized to use them.
The scope covers approximately 8,210 linear feet of ductile iron water main ranging from 6 to 16 inches in diameter, with roughly 2,600 cubic yards of excavation. Associated work includes gate valves, fire hydrants, water service connections, copper service piping, concrete curbing and footway paving, superpave asphalt paving, milling, ADA ramps, electrolysis corrosion control, and mechanical street sweeping. Traffic maintenance and police support during water work are also included. The contract will carry prevailing wage requirements and performance guarantees typical of Pennsylvania infrastructure work. Pre-qualification materials must demonstrate relevant experience, financial capacity, equipment resources, and bonding capability for a project of this size. Addendum AD 2797 2325 2330 2521 2505 2730~2, posted October 22, 2026, modifies the solicitation documents.
