About this opportunity

The North Carolina Department of Adult Correction is requesting bids for Purple Heart Poplin and Capri Breeze Poplin fabrics for the Tabor City Sewing Plant under IFB 52-IFB-2429868980-MLE, with bids due November 4, 2026 at 2:00 PM ET. Only domestically-manufactured fabric is acceptable — a procurement-critical restriction. Addendum 01, issued October 15, extended the product sample submission deadline from October 16 to November 4.

The scope covers two poplin products: 20,000 yards each of Capri Breeze Poplin and Purple Heart Poplin, estimated as annual usage, on an as-needed basis with no guaranteed minimum or maximum purchase quantities. Orders vary historically from 525 to 4,000 yards per placement. Fabric specifications include 65% polyester / 35% cotton fiber content, defined weight and construction, color per Pantone standards, and flammability compliance. Product samples (minimum 2 yards) must accompany bids. Deliveries to Tabor City Sewing Plant must occur within 30 days of purchase order receipt with pre-arranged appointments; all shipments require certified lab test reports and Safety Data Sheets.

The previous contract award was $162,000 with incumbent Tabb Textiles Co., Inc. at $4.05 per yard for each fabric type. The contract term is three years from final execution with no minimum or maximum guarantees. Vendors must be registered with the North Carolina Secretary of State, financially stable, authorized resellers or manufacturers, and compliant with E-Verify, alcohol and drug-free workplace policies, and Prison Rape Elimination Act standards. Unit and extended pricing must be submitted on the state's provided form, including all shipping, delivery, and handling charges. Written questions were due October 14 at 10:00 AM ET with state responses on October 16 at 1:00 PM ET. Bids will be publicly opened via Microsoft Teams. Vendors must acknowledge receipt of Addendum 01 and return a properly executed copy before bid opening.
