About this opportunity

The Maine Department of Transportation Fleet Services is requesting quotations for one portable air compressor unit under RFQ through the State of Maine Division of Purchases, with quotations due February 25, 2014. In-state preference applies to bidders offering commodities produced or manufactured in Maine in the event of tie quotes.

The scope is a 260 CFM minimum capacity, rotary screw, diesel-powered, trailer-mounted compressor with a minimum 79 horsepower Tier IV diesel engine, operating at 125 PSI. The equipment must be fully inspected, serviced, assembled, and ready for operation upon delivery to Maine DOT Fleet Services at 105 Capitol Street, Augusta, Maine. Bidders must submit detailed specification sheets certifying exact equipment offerings, manufacturer's standard warranty terms, two operators manuals, two shop repair manuals or CDs, two parts manuals or CDs, and commit to providing minimum four hours of factory-certified training for Maine DOT personnel. Bidders must demonstrate warranty and service facilities within 75 miles of five Maine DOT division headquarters locations (Scarborough, Augusta, Dixfield, Bangor, and Caribou), staffed with trained technicians and stocked repair parts, with detailed written explanations of service capability required with proposals. Any exceptions to specifications must be listed separately; unmarked exceptions constitute full compliance.

The resulting master agreement carries an initial twelve-month term from award, with the option to extend for two additional one-year increments at the State Purchasing Director's discretion and contractor consent. Maine DOT anticipates purchasing approximately one unit per year, though quantities may vary. All bid proposals must include shipping and delivery costs. Quotations must be submitted electronically through the State of Maine Vendor Self Service system and remain firm for the contract period. The State reserves the right to conduct factory inspections and may convene pre-manufacturing meetings at no cost to the bidder. Questions must be submitted through the designated online Question and Answer portal; only responses posted through that channel are valid.
