This is a Technical Specification document issued by the Maine Department of Transportation (MDOT) Fleet Services for the procurement of one Portable Air Compressor unit. The compressor must be a 260 CFM minimum capacity, rotary screw design, diesel-powered, heavy-duty, trailer-mounted industrial equipment. The specification document establishes comprehensive technical requirements across 17 categories, including engine specifications (minimum 79 horsepower diesel engine with Tier IV emission certification), compressor performance standards (260 CFM free-air delivery at 125 PSI operating pressure), safety equipment, instrumentation and gauges, trailer requirements with electric brakes and proper lighting, tire and wheel specifications, paint and corrosion protection, warranty terms, and documentation requirements. The equipment must be fully inspected, serviced, assembled, and ready for operation upon delivery to Maine DOT Fleet Services at 105 Capitol Street, Augusta, Maine 04333. All bid proposals must include shipping and delivery costs to this location.
Bidders must submit detailed specification sheets certifying exact equipment offerings and provide proof of service facilities in Maine staffed with trained technicians and stocked repair parts. The manufacturer's standard warranty applies, with terms and conditions required to be provided with the bid proposal, commencing from the in-service date as notified by MDOT Fleet Services. Maine DOT reserves the right to perform in-house warranty repairs and recover costs according to manufacturer flat rate manuals. Bidders must list any exceptions to specifications on separate documentation; unmarked exceptions will be considered as full compliance with stated specifications. Additionally, bidders must provide two operators manuals, two shop repair manuals or CDs, two parts manuals or CDs, and commit to providing a minimum of four hours of factory-certified training for Maine DOT personnel. Vendors should have warranty and service facilities within 75 miles of the five Maine DOT division headquarters locations (Scarborough, Augusta, Dixfield, Bangor, and Caribou), with detailed written explanations of service facility locations, availability, and staff qualifications required with proposals.
