About this opportunity

Gwinnett County Board of Commissioners is soliciting competitive sealed bids for the purchase of water meters on an annual contract with four renewal options under IFB BL059-23, with bids due April 20, 2023 at 2:50 p.m. and public opening at 3:00 p.m. the same day.

The scope encompasses 19 line items and approximately 24,815 units annually across six meter categories: positive displacement meters (5/8" to 2"), multi-jet cold water meters (5/8" to 2"), compound meters (3" and 4"), ultrasonic meters (3" to 8"), fire service meters (6" and 8"), and fire hydrant meters with gate valves (3"). Meters must be manufactured by ISO 9001-certified facilities with minimum five years of field use and ten years of manufacturing experience. All meters must comply with AWWA Standards C-700, C-708, and C-715 and meet USA Public Law 111-380 lead-content and safe drinking water requirements. Vendors must provide certified factory test data confirming accuracy at minimum, intermediate, and maximum flow rates, product brochures identifying manufacturer and model numbers, complete compliance sheets, references, a Code of Ethics affidavit, and warranty information. Equivalent or alternate meter models may be submitted and will be evaluated after bids open if they meet or exceed specified requirements. Bid and performance bonds and insurance documentation are not required.

All unit prices must be F.O.B. Destination, freight prepaid and allowed, with delivery to the DWR Central Facility at 684 Winder Highway, Lawrenceville, Georgia. Gwinnett County is exempt from federal excise and Georgia sales tax. Pricing remains firm for the initial term; renewal options allow either 3.5% or 5% increase or pricing determined by Consumer Price Index. The county reserves the right to reject any or all bids, waive technicalities, split awards, or negotiate with the lowest responsive and responsible bidder. Firms on Gwinnett County's ineligible source list are prohibited from submitting. Questions were due April 10, 2023 to Lindsey Gravitt, Purchasing Associate II, at lindsey.gravitt@gwinnettcounty.com or 770-822-7833. Paper submittals only; electronic submittals are not accepted.
