About this file
This is Addendum 1 to a solicitation issued by Gwinnett County Board of Commissioners in Georgia for the purchase of water meters on an annual contract, identified as BL059-23. The addendum, dated April 11, 2023, addresses two key inquiries from potential bidders regarding product specifications and documentation requirements. Regarding product specifications, the county clarified that while equivalent or alternate meter models may be submitted, they will not be evaluated until after bids are opened and must meet or exceed the specifications of the models listed in the original invitation. The addendum specifically addressed whether the Neptune Mach 10 Commercial Ultrasonic meter for 3"-12" sizes would be accepted, confirming that equivalent products are permissible if they satisfy the specified requirements.
The addendum also clarified documentation and bonding requirements for the bid submission. The county confirmed that bid/performance bonds and insurance documentation are not required for this solicitation, contrary to concerns raised by one proposal team. The response was provided by Lindsey Gravitt, Purchasing Associate II for Gwinnett County. No pricing information, contract term, renewal options, or award timeline are specified in the addendum itself. Bidders are reminded that Gwinnett County does not accept electronic submittals for formal solicitations and that firms on the county's ineligible source list are prohibited from submitting offers.

Addendum 1 BL059-23, Purchase of Water Meters on an Annual Contract
Q1. Can you confirm if Gwinnett County will accept the Neptune Mach 10 Commercial Ultrasonic meter for 3”-12”? The product sheet is attached. It is the only large ultrasonic meter on the market with a easily changeable measuring element and a lifetime warranty on the bronze body.
A1. While we are allowing equivalents to be submitted, they will not be evaluated until after the bids are opened. Equivalent/Alternate meters must meet or exceed the specifications of the models listed in the invitation.
Q2. My proposal team said forms for bid/performance bonds as well as insurance requirements were mentioned and neither of these are in the document that was sent out. Are these required and are there any more forms outside this attachment?
A2. Bonds and insurance are not required for this bid.
Thank you.
