About this opportunity
Gwinnett County Board of Commissioners is requesting bids for swimming pool chemicals on an annual contract (BL075-21) to supply eleven park pool and facility locations throughout the county, with bids due August 11, 2021 at 2:50 p.m. and public opening at 3:00 p.m. Award will be made to the lowest responsive and responsible bidder.
The scope covers thirteen line items of pool maintenance chemicals — algaecide, calcium chloride flakes, cyanuric acid, muriatic acid, sodium bicarbonate, granular calcium hypochlorite, flocking agents, non-chlorine shock, sodium thiosulfate, defoamer/antifoam, filter cleaners, filter media, and sodium bisulfate — with estimated annual quantities ranging from 10 bags to 15,000 gallons depending on the product. Bidders are encouraged to visit pool locations prior to submission, as some sites require manual transport of chemicals up paved inclined walkways. Deliveries must be made within forty-eight hours of order placement between 9 a.m. and 5 p.m., Monday through Friday, with freight prepaid and delivered FOB Destination; vendors are responsible for unloading and cleaning up spills.
The contract includes an initial term beginning upon notification of award, with four one-year renewal options at the County's discretion; pricing must remain firm for the initial term and across all renewal periods at 0–45% increase allowance per renewal. The incumbent under the prior contract (BL066-17) was HanCHEM Corporation at a total price of $96,216.50. Bids must include Material Safety Data Sheets for each product, minimum three references, a Code of Ethics Affidavit, and a Contractor Affidavit verifying E-Verify compliance. Insurance requirements: statutory workers' compensation, commercial general liability of $500,000, auto liability of $500,000, and umbrella liability of $1,000,000. Questions were due July 30, 2021. Addendum #1 was issued clarifying the contract start date; all addenda must be acknowledged on the bid document.
