About this opportunity
The Florida Department of Transportation, Florida's Turnpike Enterprise is issuing an Invitation to Bid (ITB) to establish one or more contracts for the purchase of state and federal freshwater herbaceous and forested wetland mitigation functional credits to offset approximately 1.5 acres of wetland impacts in Orange County, Florida, specifically within the South Florida Water Management District Boggy Creek Cumulative Impact Basin. The procurement requires vendors to provide a minimum of 0.5 and up to 2.0 herbaceous wetland mitigation credits using Uniform Mitigation Assessment Method (UMAM), Wetland Rapid Assessment Procedure (WRAP), or Modified Wetland Rapid Assessment Procedure (MWRAP) methodologies, along with a minimum of 0.50 and up to 2.0 forested wetland mitigation credits using the same assessment approaches. Qualified bidders must possess valid state and/or federal wetland mitigation banking instruments (permits), maintain current credit ledgers, and provide written verification from the South Florida Water Management District and/or U.S. Army Corps of Engineers confirming that their mitigation credits are acceptable for the project. The Department will award the contract to the lowest responsive and responsible bidder(s) capable of meeting the project's mitigation needs, with compensation based on unit rates per credit submitted in the Bid Blank. Critical deadlines include February 13, 2026 at 5:00 p.m. Eastern Time for written questions, February 20, 2026 at 2:30 p.m. Eastern Time for bid submission, with public opening at 3:00 p.m. the same day at Florida's Turnpike Enterprise Mile Post 263, Building 5315 in Ocoee, Florida. The initial contract term will be three years following issuance of the first Task Work Order, with the Department's intended award decision anticipated on February 24, 2026.
Bidders must be registered in the State of Florida's MyFloridaMarketPlace system by the bid due date and comply with all applicable Florida statutes and regulations, including E-Verify requirements and required certifications regarding foreign country of concern, scrutinized companies lists, and labor and services coercion. The contract is structured as an indefinite quantities agreement with no guaranteed minimum purchase amount, allowing the Department to purchase available credits from the lowest bidder in order of price per credit for each subsequent purchase to ensure best value. A performance financial consequence of one percent reduction in payment for each calendar day of delay is imposed if the vendor fails to provide required reservation letters within three days of request. All payments are subject to a one percent transaction fee through MyFloridaMarketPlace, and no performance bond is required. No pre-bid conference will be held. While specific award values or budget ranges are not disclosed in the procurement documents, compensation will be directly tied to the unit rates per credit submitted by vendors and the actual quantity of credits purchased by the Department during the contract term.
