About this opportunity
Gwinnett County Board of Commissioners, Department of Water Resources is requesting sealed bids for solids dewatering and thickening polymers under annual contract BL080-21, with bids due August 26, 2021 at 2:50 P.M. local time at the Purchasing Division office in Lawrenceville, Georgia.
The scope includes emulsion polymers for three applications: dewatering waste activated sludge at Crooked Creek Water Reclamation Facility via belt presses; thickening combined primary and waste activated sludge at F. Wayne Hill Water Resources Center via rotary drum thickeners; and dewatering anaerobically digested sludge at F. Wayne Hill via centrifugation. Suppliers must provide unit prices per pound of polymer for each application point and submit all polymer and necessary feed equipment for full-scale performance trials at no charge to the county. Mandatory full-scale performance testing must be completed by August 13, 2021, with bench-scale testing conducted on-site by suppliers at designated facilities. Suppliers are responsible for removing incompatible equipment within seven calendar days of their final trial.
Award will be made to the lowest responsive and responsible bidder based on total cost per dry ton of sludge dewatered and product effectiveness as demonstrated during performance evaluations. The evaluation formula incorporates polymer costs and hauling costs, with hauling costs fixed at $91.89 per ton for both facilities. Pricing must remain firm for the initial contract term. The initial contract term includes four additional one-year renewal options.
All bids must be submitted in duplicate and include the bid schedule, requirements and specifications, performance evaluation data, testing samples, references, and a Code of Ethics affidavit. Successful contractors must obtain workers' compensation, commercial general liability, auto liability, and umbrella coverage with an A.M. Best rating of A-5 or higher and authorization to conduct business in Georgia. No bid bonds are required. The contract includes termination for cause with ten days' notice and termination for convenience at any time.
Polydyne, Inc. and Solenis, LLC submitted bids, with Polydyne, Inc. (Riceboro, Georgia) recommended as the award recipient based on more competitive pricing across dewatering polymer items.
