About this opportunity
The County of Orange Sheriff-Coroner is soliciting competitive bids for a one-time, grant-funded purchase of signal monitoring solutions, with questions due November 12, 2026 at 4:00 p.m. and bids due November 18, 2026 at 4:00 p.m. Certified Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) bidders receive a five percent deduction from their original bid price, capped at $100,000, for evaluation purposes. If a certified OCLSB or DVBE is the lowest bidder, the contract is awarded at that bidder's original price.
The solicitation covers six line items to detect, identify, classify, and locate radio-frequency interference affecting the 800 MHz County Coordinated Communications System and other public safety communications: one fixed-site RF monitoring and geo-location system, three additional rack-mounted receivers covering 70 MHz to 6 GHz, one transportable RF monitoring system, one airborne receiver attachable to a DJI Matrice 350 RTK drone, initial on-site support and training for up to one work week, and a one-year technical support and calibration package that includes UEM alarm integration. All equipment must be brand new. Bidders must comply with federal grant provisions, including the Clean Air Act, Federal Water Pollution Control Act, Davis-Bacon Act, and Equal Employment Opportunity requirements.
Bids must be submitted for each line item separately, and all-or-none bids are not accepted unless the County determines them to be in its best interest. Award is made to the lowest responsive, responsible bidder. Bid prices must remain firm for the entire contract term, and bids remain valid for 365 days after the closing date. The contract term is one calendar year from execution, with renewal contingent on Board of Supervisors approval. Price increases are not permitted during the first term without documented cost increases and 30 days' written notice, and any price decreases must be passed through to the County.
Before award, the apparent awardee must provide DUNS and UEI numbers, a Certificate of Insurance, a W-9, and SAM.gov confirmation of no active exclusions. Required insurance includes $1,000,000 in commercial general liability, automobile liability, employers liability, network security and privacy liability, and technology errors and omissions coverage. Performance and labor-and-material payment bond forms apply, both requiring County Risk Management and County Counsel approval. All bids must be submitted through the County's OpenGov eProcurement Portal, and respondents may not contact other County personnel with questions.
