About this opportunity
The City of Orlando Procurement and Contracts Division is requesting bids on Siemens Automation Components and Services for the Water Reclamation Enterprises Department under IFB26-0330, with bids due October 22, 2026 at 2:00 p.m. via the City's e-Procurement Portal. Bidders must be Siemens-authorized distributors meeting mandatory minimum qualifications: a minimum of five years' experience supporting municipal customers in Florida for Siemens automation systems, Siemens Certified Application Engineers physically located in Central Florida, access to a Siemens Training Center in Central Florida, demonstrated startup and commissioning capability, and documented emergency response capability with one-hour response time or personnel within 50 miles of Orlando City Hall.
The scope covers equipment supply, technical support services, and startup and commissioning services throughout Florida for a control-panel and automation-systems portfolio spanning S7-1500 and legacy S7-300 PLCs, ET200 distributed I/O systems, PROFINET and PROFIBUS communication networks, SCALANCE industrial Ethernet switches, SINAMICS variable frequency drives, SIRIUS motor starters, and related industrial control products.
Evaluation is based on percentage discounts from current Siemens manufacturer list prices across defined product class codes, using an estimated $1,900 annual expenditure per product class for comparison purposes. No guaranteed minimum spend applies; the City reserves the right to award to multiple responsive and responsible bidders and make purchase orders on an as-needed basis. The initial contract term is three years, subject to renewal for two additional 12-month periods for a cumulative maximum of 60 months. The anticipated contract start date is February 15, 2027. Questions are due October 12, 2026 at 5:00 p.m. Bid submissions must remain firm for 180 days. Bidders must provide Siemens authorization certificates, certified engineer certifications, system-specific training certifications, proof of Central Florida office location, and documented access to authorized training facilities.
