About this opportunity
Gwinnett County, Georgia is soliciting bids for an annual contract to purchase safety shoes for multiple county departments under BL134-21, with bids due December 30, 2021 at 2:50 p.m. and questions due December 15, 2021.
The scope covers 85 line items in Section A (Departments of Community Services, Planning and Development, and Transportation) and 13 line items in Section B (Department of Water Resources), encompassing men's and women's work boots, hiking boots, oxfords, and specialty work shoes across multiple manufacturers. Annual quantities range from 1 to 75 pairs per item. All shoes must meet ANSI I/75 and OSHA approval standards with first-run quality; bidders may submit equivalent products with supporting documentation. Specifications include waterproof leather uppers, composite or steel toe protection, electrical hazard protection, and slip-resistant outsoles. A critical operational requirement mandates that the awarded vendor provide either a mobile measuring service to county locations or maintain a nearby physical store where staff can be measured, try on, and purchase footwear.
The contract commences in two phases: February 19, 2022 for items 74–85, and July 21, 2022 for items 1–73, replacing existing contracts BL059-19 and PA027-20. The initial term is four years with four optional one-year renewal periods. Pricing must be quoted on a unit basis, FOB destination prepaid, and remain firm for the initial contract term. Bidders may propose percentage increases or decreases for renewal options; the county will conduct market analysis to determine if proposed adjustments serve its interests.
Bids must be submitted in sealed containers and time-stamped. Bidders must acknowledge receipt of all addenda (including Addendum #3, which revised the Shoe Mobile requirement), provide duplicate bids, references, Code of Ethics and E-Verify affidavits, and Non-Collusion Certification. Standard insurance requirements include workers' compensation, commercial general liability, and auto liability with minimum limits of $500,000 per occurrence. The county reserves the right to reject any or all bids and split awards among multiple suppliers.
