About this file
This is Addendum #3 to a solicitation issued by Gwinnett County, Georgia for the purchase of safety shoes on an annual contract. The addendum revises requirements and clarifies procedures for combining two expiring contracts: PA027-20 (expiring February 18, 2022) and BL059-19 (expiring July 20, 2022). The solicitation encompasses 84 items in Section A and 8 items in Section B across the two contracts. The question deadline was December 15, 2021, with sealed bids due no later than 2:50 PM on December 30, 2021. The contract will begin staggered implementation, with Section A items 69-78 and Section B items 1-8 commencing on December 19, 2022 upon expiration of PA027-20, and Section A items 1-68 and 79-84 commencing on July 21, 2022 upon expiration of BL059-19. The contract includes four additional one-year renewal options.
A critical requirement added by this addendum mandates that the awarded vendor provide either a "Shoe Mobile" service to various locations throughout Gwinnett County or maintain a nearby physical store where county staff can be measured, try on, and purchase boots and shoes as needed. Bidders are required to acknowledge receipt of this addendum on the bid schedule, with failure to do so potentially rendering the bid non-responsive. Pricing submitted on the bid schedule must remain firm for the initial contract term, with any price adjustments for renewal periods not to exceed a maximum percentage increase or decrease to be specified on the original bid document. Vendors are encouraged but not required to propose percentage adjustments for renewal periods; those elected officials will conduct a market analysis to determine if proposed adjustments serve the county's interests.

Section A # 69-78 PA027-20 02/18/2022
Section A # 79-84 BL059-19 07/20/2022
Section B # 1-8 PA027-20 02/18/2022
Questions:
Q1. If a supplier cannot provide a “Shoe Mobile” will this disqualify the bid submitted?
A1. Please see R1 above, Gwinnett County will require the awarded vendor to have a “Shoe Mobile” and/or a nearby physical store where staff may go to be measured, try-on, and purchase boots/shoes as needed.
Q2. Are the prices given on the bid schedule locked in for four (4) years following the awarded contract term?
A2. The pricing submitted on the bid schedule should be held firm for the first contract term. On page 22 of the Invitation, it should be noted in the red box what percentage increase or decrease from the original bid pricing the supplier may provide the awarded products for at the time of each renewal period. At the time of each renewal, the supplier will not be able to request an increase more than what is noted on the original bid.
Q3. Will a bidder be considered nonresponsive if they are unable to provide a % increase or % decrease for the 4 additional 1-year options?
A3. No, a vendor will not be deemed non-responsive if they cannot provide a percentage increase/decrease for the renewal periods. Interested bidders are encouraged to input a percentage, as at the time of renewal periods the awarded vendor will be asked at what percentage increase/decrease that their company is able to renew with, keep in mind it cannot exceed what was placed on the original bid document. A market analysis is also conducted to see if that percentage is in the best interest of the County.
Q3. The selection of available safety shoe styles changes frequently and will likely be much different in mid-2022 when the current contract ends. Why is a new bid out now instead of several months from now?
A3. This solicitation is intended to combine contracts PA027-20 (expires 2/18/2022) and BL059-19 (expires 07/18/2022) that are currently in place with Gwinnett County. By combine these contracts, Gwinnett County will start the contract term when the first contract expires in February.
Q4. Which items will go into effect on 02/19/2021?
A4. Section A, items 69-78 and Section B, items 1-8 will be purchased on this contract on
12/19/2022 when the previous contract PA027-20 expires on 12/18/2022. Section A, items 1- 68, 79-84 will be purchased on this contract on 07/21/2022 when the previous contract BL059- 19 expires.
Q5. How often does the County currently receive shoe mobile service?
A5. Currently, Gwinnett County is not utilizing the mobile shoe service. However, employees are able to go to a physical location to be measured, try-on, and purchase boots/shoes as needed.
This addendum should be acknowledged in the line provided on the Bid Schedule. Failure to do so may result in your quote being deemed non-responsive.
