About this opportunity

Gwinnett County Board of Commissioners is requesting sealed bids for Phosphate Corrosion Inhibitor and Liquid Magnesium Hydroxide on an annual contract under BL131-21, with bids due November 30, 2021 at 2:50 p.m. local time and public opening at 3:00 p.m.

The scope covers two chemical products for county water treatment and reclamation facilities: 110,000 gallons of Phosphate Corrosion Inhibitor and 1,118,000 gallons of Liquid Magnesium Hydroxide. Bidders must submit completed compliance sheets confirming technical specifications capability, provide three customer references, and obtain NSF certifications where required. All raw materials for magnesium hydroxide must originate in North America unless pre-approved otherwise. Suppliers must provide product samples at no cost for county testing and verify with manufacturers that adequate material supply can be allocated prior to bid submission. Delivery is required within seventy-two hours of order placement, between 7:00 a.m. and 3:00 p.m. on normal business days only, F.O.B. destination with no separate shipping charges. For Liquid Magnesium Hydroxide, the supplier must also provide equipment supply and maintenance services including storage tanks, mixing systems, dosing pumps, and tank level monitoring systems.

The initial contract period extends through December 3, 2022, with one optional one-year renewal. Phosphate Corrosion Inhibitor pricing is quoted as a percentage markup above cost; Liquid Magnesium Hydroxide is quoted as a unit price per gallon. Materials markup for magnesium hydroxide equipment and services may not exceed fifteen percent above actual costs. All prices must remain firm for the initial contract term. The County will award to the lowest responsive and responsible bidder and reserves the right to reject any or all bids, negotiate with the lowest bidder, or split awards between multiple suppliers. Shipments failing specifications will be rejected at supplier expense for all associated costs including shipment analysis and equipment cleanup.
