About this opportunity
The Florida Department of Transportation District Two is soliciting sealed bids to establish a 24-month indefinite quantity contract for the purchase of mitigation credits to offset wetland and species impacts within the St. Johns River Water Management District Basin 4. Qualified bidders must submit sealed bids by February 23, 2026, at 2:00 p.m. to D2.Purch@dot.state.fl.us, with public opening scheduled for 2:30 p.m. the same day at the FDOT District Two Procurement Office in Lake City, Florida. The contract covers three mitigation categories—Federal & State, Federal only, and State only credits—across three credit types: Freshwater Herbaceous, Freshwater Forested, and Saltmarsh, using either UMAM or WRAP assessment methodologies. Bidders must submit firm, net, delivered prices on an F.O.B. destination basis and possess valid federal and/or state mitigation bank permits with approved banking instruments demonstrating available credits meeting technical specifications at the time of bid submission. Key requirements include delivery of mitigation credits within 14 days of purchase order issuance, accompanied by confirmation that formal adjustments to state and federal regulatory ledgers have been approved by appropriate agencies. Technical questions must be submitted by February 16, 2026, at 5:00 p.m., and the Department intends to post its award decision on February 25, 2026. Award will be made to the lowest responsive bidder or lowest combination of bidders meeting project needs, with the Department reserving the right to conduct on-site inspections and review documentation prior to contract execution.
All bidders must be actively registered in MyFloridaMarketplace by the bid opening date and complete required forms including the Bid Sheet, Vendor Certification Regarding Scrutinized Companies Lists, Drug-Free Workplace Program Certification, E-Verify Form, and Affidavit Regarding Labor and Services prior to contract execution. The procurement is subject to federal nondiscrimination requirements under Title VI of the Civil Rights Act of 1964, the Federal-Aid Highway Act of 1973, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, and the Civil Rights Restoration Act of 1987. All payments to vendors will be subject to MyFloridaMarketplace transaction fees based on the date of payment issuance, and federal funds will be utilized for this procurement. The document does not identify any existing incumbent vendors, set-aside designations for disadvantaged enterprises, or specific budget ranges or award values; instead, the contract operates on an as-needed basis with no guaranteed minimum quantities, allowing the Department flexibility in purchasing mitigation credits as project requirements dictate.
