About this opportunity
Gwinnett County Department of Water Resources is requesting sealed bids for annual purchase of liquid magnesium hydroxide slurry under IB BL080-22, with bids due November 21, 2022 at 2:50 p.m. at the Gwinnett County Financial Services Purchasing Division in Lawrenceville, Georgia.
The scope covers delivery of approximately 4,060,000 dry pounds annually on an as-needed basis to four county locations: Crooked Creek WRF (1,295,000 dry lbs.), Alcovy River PS (910,000 dry lbs.), Beaver Ruin PS (1,575,000 dry lbs.), and Patterson PS (280,000 dry lbs.). Pricing must be submitted in U.S. dollars per 100 dry pounds on an F.O.B. destination, prepaid basis. The slurry must meet strict material specifications: minimum 7.0 dry lbs./gallon Mg(OH)₂ (or supplier-proposed higher minimum), 95% Mg(OH)₂ by weight, and specified chemical purity requirements. Documentation of manufacturing origin from highly reactive calcined magnesium oxide or highly reactive magnesium chloride brine is required. Suppliers must provide independent certified laboratory analysis using Inductively Coupled Plasma Spectroscopy (ICP-ASTM C25, C1301) for composition and Scanning Electron Microscopy (SEM) for median particle size, along with references from three similar municipal wastewater facilities and proof of adequate supply from multiple locations.
The contract term is one year with four optional one-year renewals; renewal pricing allows for 0–15% increase in Option One and 2% increases in Options Two and Three. Suppliers must carry comprehensive insurance including workers compensation, commercial general liability ($500,000 minimum), auto liability ($500,000), and umbrella liability ($1,000,000), with Gwinnett County named as additional insured. Questions are due November 15, 2022 by 3:00 p.m. to Brittany Bryant, Purchasing Associate II. Award will be made to the lowest responsive and responsible bidder; the County reserves the right to reject any or all bids, negotiate terms with the lowest bidder, and split awards among multiple suppliers. Addendum #1 (BL080-22 ADD1) was issued November 2, 2022 and must be acknowledged in the bid.
