About this opportunity

Gwinnett County Board of Commissioners is requesting sealed bids on law enforcement duty gear under IFB BL024-23 for Police Services, Sheriff's Office, and Corrections departments on an annual contract with four one-year renewal options, with the original bid deadline of March 1, 2023 extended to March 6, 2023 by Addendum #2. Sealed bids must be received by 2:50 p.m. at the Gwinnett County Financial Services - Purchasing Division, 75 Langley Drive, Lawrenceville, Georgia; electronic submittals are not accepted. Vendors on the Gwinnett County ineligible source list are barred from submitting offers.

The scope spans three sections: Section A (Police) includes 22 line items such as duty belts with 2.25-inch width and hidden snaps, holsters, handcuff cases, flashlights, and badges with approximate annual quantities of 10 to 215 units; Section B (Sheriff) comprises 22 line items including expandable batons, handcuffs, duty belts, magazine pouches, body armor carriers, and tourniquets with quantities between 50 and 500 units; Section C (Corrections) requests 40 cordura duty belts. Several line items are sole-source products with specific manufacturer designations (Blackinton B-879 badges, Safariland holster models 6360RDS and 6378RDS, Point Blank International body armor) with no equivalents accepted. For non-sole-source items, vendors must provide manufacturer identification, product literature, performance data, and side-by-side comparisons. Sizes range from Small through X-Large; vendors must provide unit pricing breakouts by size where applicable.

Pricing must remain firm for the initial contract term and include all shipping, delivery, and handling charges. Vendors may propose percentage increases or decreases for renewal options. Award goes to the lowest responsive and responsible bidder. Vendors must meet insurance requirements including A.M. Best rating of A-5 or higher and Georgia authorization to do business. Three references documenting similar work with comparable-size entities, a Code of Ethics affidavit, and proof of non-collusion are required. Questions were due February 24, 2023. Samples may be requested at vendor expense. Addendum #2 signature and return with bids is mandatory; failure to do so renders bids non-responsive.
