About this opportunity

Gwinnett County Board of Commissioners, acting as Principal Procurement Agency for the North Georgia Fuel Cooperative, is soliciting competitive sealed bids for gasoline and diesel fuel under IB BL051-23, with bids due May 9, 2023 at 2:50 p.m. at the Gwinnett County Financial Services – Purchasing Division in Lawrenceville, Georgia. Addendum #1 (May 3, 2023) postponed the original opening date indefinitely; a new opening date will be announced in a subsequent addendum, and the solicitation remains active.

The NGFC is a regional purchasing cooperative comprising eight counties (DeKalb, Cobb, Gwinnett, Jackson, Fulton, Forsyth, Dawson, Rockdale), their boards of education, and five municipalities (Atlanta, Gainesville, Marietta, Covington, Smyrna) formed to leverage high-volume purchasing for competitive fuel pricing and discounts.

The scope covers ultra-low sulfur diesel #2 (full transport and tank wagon loads), low-sulfur unleaded gasoline minimum 87 octane (full transport and tank wagon loads), and diesel exhaust fluid on an annual contract with four optional one-year renewals. Annual estimated volumes total approximately 40 million gallons: 15.8 million gallons full-load diesel, 3.6 million gallons wagon diesel, 11.7 million gallons full-load gasoline, 3 million gallons wagon gasoline, and 40,000 gallons diesel exhaust fluid. The contract period runs from August 31, 2017 (noting an apparent data inconsistency in the source). Pricing uses the OPIS Rack Report as the variable base with a fixed discount or premium constant across the initial term and renewals. Bids exclude federal excise taxes, Georgia motor fuel and environmental assurance fees, and underground storage tank taxes; delivery costs are included.

Vendors must carry workers' compensation, commercial general liability of $500,000, auto liability of $500,000, and umbrella liability of $1 million, with A.M. Best ratings of A-5 or higher. Contractors must complete GUST 36 Product Supplier Confirmation, submit Material Safety Data Sheets, comply with E-Verify requirements via Contractor Affidavit and Agreement, and execute a Code of Ethics Affidavit disclosing any relationships with Gwinnett County elected officials. Individual NGFC participants retain autonomy over ordering, invoicing, delivery, and location modifications with written notice. Payment terms range from Net 10 to Net 30 days depending on participant. Questions are due April 18, 2023 at 3:00 p.m. to Chris Duncan, CPPB, Purchasing Associate III.
