About this opportunity
Gwinnett County, Georgia is requesting quotes for the purchase of copy paper on a quarterly contract basis under PA034-21, with quotes due August 27, 2021 at 1:00 p.m. (extended by Addendum 1 from the original August 20 deadline). Questions are due August 17, 2021 at 3:00 p.m.
The scope covers approximately 2,500 cases of virgin white paper (8.5" × 11") and specialty papers including pastels, brights, index stock, color copier stock, NCR multi-part paper, and recycled options ranging from 30% to 100% post-consumer content across multiple sizes and specifications. All paper must be tightly wrapped and stored in controlled climate conditions, with individual reams containing specified sheet quantities per case.
The contract term is quarterly with four optional three-month renewal periods. Delivery is required to multiple Gwinnett County locations throughout the county, including the Justice and Administration Center, with inside delivery mandated and special provisions for locations without loading docks or pallet accessibility. The anticipated contract start date is September 22, 2021. Pricing must remain firm for the initial contract term; bidders must specify any percentage increases or decreases for the four optional renewal periods.
Award will be made to the lowest responsive and responsible bidder, with the County reserving the right to split awards by line item, section, or award to the overall low bidder for the majority of items. Bidders must provide three references for similar projects, carry comprehensive insurance including workers' compensation, general liability, auto liability, and umbrella coverage with minimum limits and A.M. Best ratings of A-5 or higher, and submit a notarized Contractor Affidavit and Agreement. Vendors must provide delivery and conflict resolution procedures, including contact information and average turnaround times for resolving disputes. The County is exempt from federal excise tax and Georgia sales tax. Quotes must be submitted by email to Dana Garland at dana.garland@gwinnettcounty.com and signed acknowledgment of Addendum 1 must be returned with the quote.
