About this opportunity
Gwinnett County Board of Commissioners is requesting sealed bids for copper tubing on an annual contract with four one-year renewal options, with bids due March 7, 2023 at 2:50 p.m. local time at 75 Langley Drive, Lawrenceville, Georgia.
The scope covers approximately 1,250 units of ¾-inch Type K annealed (soft) copper tubing in 100-foot coiled rolls and 50 units of 1-inch Type K annealed (soft) copper tubing in 100-foot coiled rolls, all meeting ASTM B 88 specifications and NSF 61 certification for Safe Drinking Water Act compliance. Acceptable manufacturers include Mueller Industries, Cerro Flow Products, and Wieland Copper Products or equivalent. The County requires samples at no cost within five business days of request; failure to provide samples by deadline may result in bid rejection.
Pricing is structured as the manufacturer's unit material price on the bid opening date plus vendor markup not to exceed ten percent. The material unit price updates with each order based on actual invoice costs; vendors must submit manufacturer invoices with each billing invoice. Markup percentage remains firm for the initial contract term and all four renewal options with no escalation clause. Award goes to the lowest responsive and responsible bidder. Delivery is F.O.B. Destination to the Gwinnett County Department of Water Resources Central Facility with no freight charges paid by the County; the County requests a maximum thirty-day turnaround for deliveries. The contract period begins June 22, 2023.
No bid, payment, or performance bonds are required. The County is exempt from federal excise tax and Georgia sales tax. Questions must be directed to Brittany Bryant, Purchasing Associate II, by 3:00 p.m. on February 23, 2023. Addendum #2 was issued March 1, 2023. The award was announced May 2, 2023, to Delta Municipal Supply Company at $696,600.00 total base bid with a 2% markup.
