About this file

This is Addendum #1 to a competitive sealed bid solicitation issued by Gwinnett County, Georgia for the purchase of copper tubing on an annual contract (BL026-23). The solicitation seeks approximately 1,250 units of ¾-inch Type K annealed copper tubing in 100-foot coiled rolls and 50 units of 1-inch Type K annealed copper tubing in 100-foot coiled rolls. This is a rebid of a previously awarded contract (BL029-18). The contract is scheduled to begin on June 22, 2023, or upon award, with an initial term and four additional one-year renewal options available. Sealed bids are to be submitted to 75 Langley Drive, Lawrenceville, Georgia 30046.

Award will be made to the responsive, responsible bidder offering the lowest total cost based on markup applied to current unit material price. Bidders must submit the current market unit price verified by manufacturer documentation along with their markup percentage. Gwinnett County calculates the total bid by multiplying the current material unit price by the applicable multiplier (based on pounds requested) and the bidder's markup percentage to determine the per-foot cost, which is then multiplied by the number of feet per tube. Pricing must be rounded to two decimal places only. The markup percentage quoted by the selected bidder must remain firm for the initial contract term and for all four renewal option periods. No escalation clause is included in this contract, and other government entities are not permitted to piggyback on this award.

ADDENDUM #1

BL026-23, Purchase of Copper Tubing on an Annual Contract

This Addendum is being issued to provide the following revisions and/or clarifications to the bid documents and answers to the questions received.

I. Make the following changes/clarifications to the above referenced bid:

a. Replace Page 5, Letter D with the following: Bid will be awarded to the responsive, responsible bidder who provides the lowest total cost based on mark-up applied to current unit material price.

Gwinnett County reserves the right to request manufacturer documentation to verify current material unit price submitted with bid.

b. Please use the revised bid schedule attached.

II. Questions:

Q1. Is there an escalation clause?

A1. No, there is not an escalation clause for this contract.

Q2. Is this Gwinnett County’s first time advertising this bid?

A2. No, this is contract is a rebid of a contract currently in place (BL029-18).

Q3. It seems the Total bid amount is not the deciding factor based on D. Bid will be awarded to the responsive, responsible bidder who provides the lowest mark-up for providing copper tubing, so what is the purpose of the total bid amount?

A3. In order to evaluate the bids that come in Gwinnett County requests that the bidders submit the current market unit price plus their markup. The bidder with the lowest percentage markup will have the lowest bid total. Then the lowest bid total would be awarded as long as they meet all other specifications in the contract documents. Please see revised language above (I, a).

Q4. How does Gwinnett County verify the Current Material Unit Price?

A4. The vendor will submit an invoice from the manufacturer along with their quote. The price of the ¾ copper tube (ex: 15.17) multiplied by the current multiplier (ex: .3584)(note: the multiplier is based on lbs. requested so this number may vary) multiplied by the percent markup (ex: 2%) will give you the price per foot (ex: $5.55). Then multiply the price per foot (ex: 5.55) by the number of feet per tube (ex: 100ft) which would be your cost per tube. (ex: $555.00 for 100ft ¾ copper tube). Note – that Gwinnett County only allows pricing rounded to the 2nd decimal place.

Q5. Does Gwinnett County allow other government entities to piggyback off your contracts?

A5. This contract does not have any verbiage allowing for other government entities to piggyback on this contract.

All bidders shall acknowledge receipt of this addendum by inserting its number and date in the Bid Form. Failure to do so may subject bidder to disqualification. This addendum forms a part of the Contract Documents.

Thank you, Brittany Bryant, Purchasing Associate II
