About this opportunity

Gwinnett County Board of Commissioners is requesting sealed bids for centerline and crosswalk paint on an annual contract with four optional one-year renewals under IFB BL086-23, with bids due July 19, 2023 at 2:50 p.m. at the Gwinnett County Financial Services Purchasing Division in Lawrenceville. Firms on the Gwinnett County ineligible source list or those debarred or suspended are ineligible; the County does not accept electronic submittals for formal solicitations.

The scope covers yellow traffic line paint (5,000 gallons in 55-gallon drums), white traffic line paint (5,000 gallons in 55-gallon drums), white pavement marking paint (50 gallons in 5-gallon pails), yellow pavement marking paint (50 gallons in 5-gallon pails), and additional quantities of yellow and white traffic line paint in 5-gallon pails (100 gallons each). All materials must comply with Georgia Department of Transportation Section 870 specifications for waterborne traffic line paints. Paint must be supplied in new removable-head drums and buckets conforming to ICC specifications. Vendors must execute a certificate assuming all costs for damages to specialized striping equipment if unproven materials cause damage.

Pricing for the initial one-year term must remain firm with no increases; unit prices must include all shipping, delivery, and handling charges delivered F.O.B. Destination. Renewal options for years two through five allow for pre-approved percentage increases or decreases. The County reserves the right to award in its entirety to the lowest responsive and responsible bidder or by line item as deemed in the County's best interest. Delivery is required within thirty days of order, with shipments of approximately 60 drums (30 white and 30 yellow) plus crosswalk paint as needed. Vendors must submit a Code of Ethics affidavit, references, and a non-collusion certification; acknowledge receipt of any addenda, including Addendum 1 clarifying that no bid bonds are required. Public opening occurs at 3:00 p.m. on July 19, with apparent bid results available the following business day on www.gwinnettcounty.com.
